Message	property and he made reasonable attempt to contact the previous owner to take possession of the car and they did not, then the property owner has the right to dispose of the property. Tow truck companies often do this for unclaimed cars. Laws vary by state, so not saying this is cut and dried, but the term that applies here is Storage Lien.
